The atlas is a GovCon Evidence layer for organizing public pursuit signals around the evidence burden they appear to carry. It preserves why a public signal, counterparty archetype, or partner path deserves attention, and what must remain blocked until source custody, diligence, or reviewer disposition exists.
What This Is Not
It is not GovWin-style discovery, a CRM, a pipeline forecast, a P-win score, an eligibility decision, a private capture-intent claim, or a statement that a named company is pursuing, interested in, or likely to win a notice. It does not infer private pursuit intent.
